A point-of-sale voucher applied by an approved dealer on the purchase of a new zero- emission truck or bus. Run by the California Air Resources Board (CARB) and administered by CALSTART, it is funded by state appropriations to CARB's clean transportation investments, historically from Cap-and-Trade auction proceeds.
